Kingdom Hearts HD 1.5 + 2.5 ReMIX and Kingdom Hearts HD 2.8 Final Chapter Prologue are not in Xbox Game Pass. I know for anyone unfamiliar with the series, those names themselves don't mean much. Effectively, they're director's cuts of the original games all bundled together. Here's which games they include:

If you're looking for just the main console games in the series, you'll get those with Kingdom Hearts HD 1.5 + 2.5 ReMIX.

Why are all Kingdom Hearts games not in Xbox Game Pass?

This is the first time in the series' history that all of Kingdom Hearts will be playable on Xbox One. As such, Kingdom Hearts HD 1.5 + 2.5 ReMIX and Kingdom Hearts HD 2.8 Final Chapter Prologue just launched on Xbox One on February 18, 2020. Square Enix likely wants to make as much money as possible and is selling them at normal retail prices.

Kingdom Hearts 3 has been on Xbox One for over a year, so that's probably why it was placed into Xbox Game Pass. This also gives players with Xbox Game Pass an incentive to try it out and then purchase the remaining games.

Will the rest of the series ever come to Xbox Game Pass?

It is unknown whether Square Enix ever plans to release the rest of the series into Xbox Game Pass, but it's not impossible. Either way, it likely won't be for some time since the games just launched.

Will Kingdom Hearts 3 be in Xbox Game Pass forever?

Probably not. Xbox Game Pass regularly rotates games in and out of its catalog. While some stay longer than others, it'd be wise to play Kingdom Hearts 3 as soon as possible if you're interested in it. There's no telling when it will be pulled, but it'll likely be a few months at the very least.
